After graduating with a BA in 1960 and a year of law school, Fulton joined the US Army in 1961. After three years of Army service, he joined the US Food & Drug Administration as an inspector, then moved to the National Institute of Health, joining the National Institute of Child Health and Human Development. He served as the executive officer of NICHD from 1995 to 1999.
